HI Tim, As a vendor Member of WISPA, we work with Service Providers and helping provide Centurylink carrier grade access all the time. Their agreements do not have restrictions for distribution over your network, they only limit “resale” which is taking the entire product and marking it up, then offering to a single third party.
If you send me your desired address or town, with speed I can get a couple options for you for symmetrical Ethernet service. In many cases we see 1Gb local access down to $900 and a burst able port with 100Mb commit for $646. Fixed port where fiber exists might be $1350 for 100Mb. All depends on the fiber being available. In particular I know of a remote area that can get residential DSL but for miles and miles after that there is nothing. My hope is CenturyLink would convert that a business service would allow me to resell it. I'd be willing to extend from there outwards into areas that are completely without non satellite or cellular service. Some quick Google work shows up only 1 relevant result and it would seem I would need to be a CLEC to make that work. Being the peach they are usually to work with just looking for what others have experienced before I try to work through some phone trees at CenturyLink.
