The ideal signal range is around -60dBm, any stronger isn't necessary.

The SMTRL will cause the subscriber to back of TX power until it meets 
the Target Receive Level.

I would not recommend a Target Receive Level any lower than -65dBm, or 
your network will probably not work very well.
