Yes, that is right. The rate on air remains 54Mbps, but because of the
802.11b devices in this network, the 802.11g devices will have use extra
frames for something called NAV protection. This is an overhead on the
medium, and this effectively pulls down the data rate. Moreover, the 802.11b
devices can only transmit at 11Mbps vs the 54Mbps of 802.11g devices, so in
a mixed network, the effective date rate is much lesser than in a network of
only 802.11g devices.
 
That is the standard implementation, and is as per the 802.11g
specification. This is because the modulation used by 802.11b devices is
incompatible with the modulation used by 802.11g devices.

I read an article somewhere but I can't seem to find it.  The article stated
that an 802.11g AP will run at 54 mbps until a 802.11b client is introduced.
At that point, all clients (802.11g and 802.11b) clients both drop down to
802.11b datarates of 11 mbps.  Does anyone know any info on this or have a
link to an article that either reinforces or debunks that statement?
