This is correct. In works on the same basis as the 802.11b where the system lowers the throughput to the client that has the least capabilites of connecting. (due to proximity, EBON, or any other reason.) Hence, if you have a 802.11b (11Mbps) client on an 802.11g network, the AP will asume all the clients are 802.11b so this client can use the network.
