Arun,

802.11a and 802.11b are PHY layer standards. They both use the same
MAC as the original 802.11 standard.

The MAC and the Physical layer standards are fairly independent of
each other. This allows the IEEE to enhance one without changing the
other. For eg. the 802.11e activity will add QoS functionality to the
MAC which can then be used with any of the physical layers (802.11a or
b or g).
