The problem does not occur if the TCP preference "Analyze sequence numbers" is
turned off. When it is turned off, then attachment 16234 dissects correcting
with the DICOM dissector; packet 163 is reassembled from 81 TCP segments and is
dissected as DICOM, and all the tags look correct. However, 163 and 169 are
composed of TCP segments that are quite a bit out of order.

Thus the problem is not in the DICOM dissector, but something about out of
order packets and the unusual sequence numbers produced that is confusing the
TCP sequence number analysis.
