Without more information, if I had to guess, it looks like you might not have the right redistributable package installed. If you followed the developer's guide (http://www.wireshark.org/docs/wsdg_html_chunked/ChSetupWin32.html) and are using VS2008EE SP1, be sure to install the corresponding vcredist_x86.exe SP1 package on the target machine. Download it from http://www.microsoft.com/DOWNLOADS/details.aspx?FamilyID=a5c84275-3b97-4 ab7-a40d-3802b2af5fc2&displaylang=en.
