It looks like Visual Studio 2012 won't create executables that run on XP unless you also have Visual Studio 2010 or the Windows 7 SDK installed: https://connect.microsoft.com/VisualStudio/feedback/details/690617 . Hopefully they will reverse that particular decision as well.
