docbook/Makefile.am says

CHUNKED_XSLTPROC_ARGS = \
--nonet
http://docbook.sourceforge.net/release/xsl/current/html/chunk.xsl
which seems to say "use this URL, but don't actually treat it as a *URL* for
something on the net".
This causes make to fail, out of the box, in the docbook directory on my
machine.
