The command is actually "net" - "send" is a parameter.

type this at a DOS prompt:
net send 127.0.0.1 Hello!

You'll soon get a Hello! message. I noticed these popping up on my server 
a few weeks back. You can setup filtering right on Win2000 to filter 
particular ports. Go to your network connection and go to the advanced 
tab. There should be a filter option. Too bad the options are ALLOW ALL 
or ALLOW THESE instead of the option to allow all and deny specific 
ports. (although you shouldn't need but a handful opened)
