If the file already exists and you intend to overwrite it, then you can
simply give permissions for everyone to read and write to that file. This is
the safest way. If the file doesn't exist, then you need to give permissions
to the directory where the file is located.

If you are using Mac OS X Server, the Workgroup Manager Utility will be the
easiest and most reliable way to set permissions for the file/folder. Apple
has gone to great lengths to make their servers hyper-secure straight out of
the box, and using their tools to manage permissions seems the best way to
keep from inadvertently making your server vulnerable to attack.

If not, try the SuperGetInfo utility from BareBones -- it allows you to set
permissions using a nice gui interface.
