Oh, it gets better.  When the File Download box pops up, you can choose
Open, Save, or Cancel.  Choosing Save at this point causes the links to
stop working.  Choosing Open produces a duplicate message box with the
same choices.  Choosing Save in the second box causes no problems.
Arrrrrggggggggggh!
