Grrr!  Stranger and stranger...

There are two links in the left menu that skip the List page of the
Reports taf (the links point directly to search functions).  You can
Save those reports without causing any problems.

I've been stripping various things out & testing, but nothing I've tried
seems to affect this oddness.
