Yes I do, it is located
"/Library/Oracle/OCI/8.1.7.1/network/admin/tnsnames.ora". My environment
variable for TNS_ADMIN points to
"/Library/Oracle/OCI/8.1.7.1/network/admin".

A permission problem  is something that I considered also. As a last
resort, I opened up all the permissions on "/Library/Oracle" and its
subdirectories and files. All files are fully opened with everyone having
"rwx".

The current alias that I have setup for the framework is:
/Library/Frameworks/OracleOCI.framework/OracleOCI ->
/Library/Oracle/OCI/8.1.7.1/lib/libclntsh.dylib with 775 as the
permissions on the symbolic link.

Even though my shell is set to "sh" for the terminal preferences, could
the GUI portion of OS X still be using tcsh with the clobbered PATH?

I read it is because of a problem with setenv for OS X.
