I know it's not tango (PHP), but this photo gallery took me about 30 
minutes to set up and does everything you would want and more. I've 
never even used PHP before, but it installs very nicely by itself.

I'm thinking about something that will allow users to create their own
gallery and upload their own photos.

 For a photo gallery you can use adobe photoshop.

 It has an automated feature where you choose the folder with the pictures
 and choose a folder where to export it.
 If you need any help just let me know. I am more than willing to help.
