Our engineers use Windows to do their developement, and we use a linux server as our CVS repository. The best program I have ever used as a Windows CVS "client", and the one that we're using right now is "TortiseCVS"

TortiseCVS adds options to the context menu on the filesystem for all CVS functions. It also has Icon "overlays" to let you know the status of files in a module that you've got checked out, (checked in, modified, etc...) So, we don't have to worry about getting the editor or some plug-in to work with our source code control system.

Each CVS module also includes an ant script, which we use to handle the development and deployment of all our tango code.

Ant, CVS, and Witango make for the best damn development environment I've ever used.
