At Robert Garcia's suggestion, I checked my WitangoEvents log and found that the same query was kicking off the problem. That query used a view in MS-SQL to get data from another MS-SQL db. I tested that taf and after hitting the view, the resources spiked and stayed up. Thereafter, Witango choked on other queries always at the "ContainerSpecif__1" action. (None of my tafs have an action with that name.)
We replaced the view with a table (copied from the other db) and it worked fine. Thanks to everyone who offered suggestions or took time to think about it.
