for the persistent restart, I don't care about bad variables being loaded as the startup taf loads good ones. I just want witango to restart whenever it crashes - in the right user space.

If the app server crashes and restarts itself, I'm not sure what it will do. But the persistentrestart setting would not affect what user it starts as. If you're getting app server crashes, turning on persistentrestart might make the app server load bad variable values under certain circumstances.
