OK it looks like any search action clears request scope.

So if I use a custom scope say course I assume that the problem I would have
is if two users were creating courses and after creation I assign some
values based on the course they created to course scope then one set of
values will over right the other. Right?

That would mean to do what I want to do.

Create a course and then let them create another course that is similar I
can only do one of two things

1. Find a way to keep passing all the request scope values in the arguments
2. Assign these to a user scope and then purge each one of them once they
are done.
