Ah, that's been excluded as problem. The first one would process and kill user variables, and then second would not be processed for lack of user variables.

Have traced the problem to a branch action. Most of the time it properly returns to "next" action. A few times it returns to same branch action, causing it to spin around the same steps a few times before breaking out. Tafs not corrupted, Can read the XML easily and is saved in Latin1 character set. Something else is causing branch action to return to wrong place.

Is it possible that the 'return to next step' is malfunctioning and
it's returning to the same step and repeating the branch to group a

witango processor gets confused about where the 'next step' is?
