Don't you need EXECUTE access for dll's

Hi everyone -

I'm having trouble with a client's setup in getting Witango to 
successfully instantiate the object. I've made sure that the account 
under which Witango runs has read permissions on the directory where 
the dll lives, and TCF's are no problem. Anyone encounter this sort of 
thing? Any quick pointers?
