Actually Robert,

The preferred location should be the application directory, or in this case,
the same folder as the plugin.

By placing these files in the system directory, you run the risk of creating
dll-hell for some other application(s) that depends on a specific version of
that library.

Maybe all that's actually missing is a directory reference in the server
config file, to point the plugin to the install folder to find these
libraries.
