I go through a whole process of building the content from records in a
content management system and assigning it to a VAR. Then I need to loop
through a number (about 5500) subscribers and send to each. SO at the point
of making the content the email VAR is unknown (and of course changes for
each recipient). That's why I need to insert the LITERAL meta tag.

It was originally built that way but it wasn't working and I thought it was
some sort of INCLUDE problem (although I don't think so anymore). That's why
I was looking at this alternative way of doing it. Most of my education can
be traced back to a mistake. :)
The META encoding does the trick nicely. I include LITERAL meta tags in the
template then interpret them when I'm making the individual emails. Works
nicely.
