it needs to URL Encoded, not HTML encoded.

 

URL encoding for CR is "%0D" -- you may need to double check me, but pretty sure.

Sending email this way is very rudimentary. I don't think you can designate html/text, but I would bet that most if not all email clients would see any email sent this way as text.
