Witango-Talk: Crontab Windows

I put a crontab file in the configuration folder on my windows  
server. where there are other files referenced in witango.ini

I then duplicated the path the that directory and changed the last  
entry to crontab.

i have crontab set up to * * * * * http://www.beepbeep.com/test.taf

But so far no go.

Any suggestions?
