To your simple question my simple answer...

Everyware and/or Pervasive in their wisdom (or lack there of) decided  
to mix Waste, MacApp, PowerPlant, pascal strings and a few other  
libraries and frameworks that are no longer supported or updated by  
the companies that wrote them when the Mac Dev Studio was created.   
We subsequently carbonised the code so it would run on OS X 10.1.   
When Apple switched from SGI to HP 64 bit interfaces and made other  
changes that we know know suited their port to Intel CPUs several of  
these carbon libraries and frameworks began to exhibit some rather  
interesting behaviour that meant that we would have to do extensive  
reworking of the OS X dev studio.  This meant rewriting several  
libraries and parts of the frameworks to make them work, only to then  
throw the code away.  The current OS X dev studio 5.5 is a carbon app  
and carbon is the last thing on the list Apple is supporting these  
days so we had no choice but to redevelop the OS X dev studio  
completely in the short term.  When the engineers provided me with  
the estimate of how long it would take to rewrite the libraries and  
frameworks it was similar to what it was going to be to get the java  
based dev studio ready for beta or so I was told.

We had decided to redevelop the Dev Studio for all platforms in Java  
to make it faster to bring bug fixes and features to both platforms  
rather than keeping it a C/C++ application and having one team for an  
OS X Dev Studio and one for a Windows Dev Studio.  We will also be  
able to support development on Linux and Solaris.  Basically any OS  
that has a 5.0 JVM will be able to run the Dev Studio.

I made the decision to fast track the new dev studio which has a core  
that is 5.5 compatible and provides a solid foundation on which we  
are building the 6.0 dev studio.  We are running about 4 months  
behind schedule for the 5.5 core but a public beta will start in the  
coming weeks and it will be for testing with the 5.5 server and 5.5  
feature set.

Dev Studio running on OS X 10.4.5 and the 5.0 JVM is here:

The team working on the 5.5 compatible features tell me that the core  
is now feature complete and is running through QA as we speak.  I  
ESTIMATE that the beta will begin APPROXIMATELY at the end of March.
