Instead of two arrays, use a direct DBMS call along the lines of:

Select d1.drug from drugs d1
    Where not exists
     (select '*' from druginfo d2
        Where  d1.drugid=d2.drugid)

This will return all the entries in the table drugs that do not have an entry in the druginfo table.

Note, this is the Oracle version, but similar functions exist for other dbs.
