http://macrabbit.com/cssedit/ is a great tool for CSS editing for learning CC through looking at the style sheets for different websites. It lets you preview changes to your CSS as you make them and before you publish them
and
http://macromates.com/

is a good HTML editor

If you the money for Dreamweaver 9 it has a lot to offer although like many applications in its class it can be a little slow with all the function and features.

If you Google CSS sandbox you will find sites where you can try out different techniques and see their effects.

Just putting CSS in the search will get you to some interesting sites.
