What version of Oracle are you using?
What platform are you on?

IF you want to take this off list you
can email me some of the utf-8 text
as an example of give me a page to
go to to get it.  I can do some tests
here where we might be able to find
a solution.  If so, we can then post
the solution back to the list.

We just did a test and copied utf-8
into our db without any problems.

Also you can use a free utility TinyMCE
which would urlencode any special
characters when they are entered.
