Doublecheck the handler:
Click on the "Default Web Site" in the Sites folder. Double-click the Handler Mappings Find the line for Witango (which I named "Witango") and ensure it's Path is "*.taf" and the executable is the path to the DLL. When I point that browser at a TAF file, I get prompted to Run or Save the file.
