The IETF HAPPY WG (Heuristics and Algorithms to Prioritize Protocol deploYment) was formally announced on 12 February 2025.
The broad remit of the WG is to define an updated version of the Happy Eyeballs v2 algorithm, taking into account new protocols and client and server deployments that have happened in the past 8 years. Such considerations include use of QUIC, Service Binding DNS records (SVCB and HTTPS RRs), TLS encrypted client hello, and increased use of IPv6-only and IPv6-Mostly networks. The 90-minute WG session on Tuesday afternoon at IETF122 in Bangkok will be focused on discussion of the existing HEv3 draft: https://datatracker.ietf.org/doc/draft-pauly-happy-happyeyeballs-v3/. We encourage attendees to read this draft in advance of the meeting. The WG session will also include input from implementors. We would very much welcome participation at the meeting or on the list from anyone with HE implementations or with data on HE operational behavior that may help shape the new version beneficially. We aim to adopt the HEv3 draft at IETF122 subject to mailing list confirmation and progress the draft to the IESG for publication by around the time of the Vienna summer 2026 IETF meeting.
