It seems a header problem. You should be able to trace the problem using

$ VERBOSE=1 make

which tells you the gcc command line and its include file search path.
There is a caveat with cmake you might have hit: once it has found
libraries, it will not change those even if you reconfigure it. You
will need to start from a clean build directory if you want to upgrade
an existing build to newer versions of boost ?
