That is, the WelcomeDlg, MaintenanceWelcomeDlg and the ResumeDlg all have sequence number 1298. This issue is detected when the .MSI is validated in ICE82 and generates warning messages. Therefore, if WixUI is used, it is not possible to get a completely warning-free validation of the .MSI file.
