Hi Neil,
It seems like the way to achieve this on CodePlex is to:
1. Create a fork via the web site (this is affectively just a server-side
branch that you're allow to commit to)
2. Update your local repo with the new branch
3. Make all your changes in the new branch (I guess you'll need merge
them from the original branch you were working in?)
4. Push those changes back up to CodePlex
5. Issue a pull request (again via the site) to tell Rob about it.
