And, contrary to popular conception, I read recently from a copyright
attorney's blog that in the U.S. you cannot actually legally place something in
the public domain. If you work for the Federal Government as an employee, your
work is already in the public domain due to the Constitution, except that
doesn't apply to contractors working for the Feds (which is the only way for
the Feds to use copyright law to protect/control information. Of course they
use other laws for what they don't want to share). Otherwise for public domain
you have to wait until the copyright runs out (author's life + 95 years or some
such nonsense these days).
You can give away your work under copyright law, but you can't get rid of your
copyright (while you are still alive).

It is as true in grade school as it is when we're all grown up, you can't copy
other people's stuff and say it's yours. Thus you also cannot give other
people's stuff away without their permission.
Since some number of governments decided that source code follows copyright
law those simple rules hopefully make it clear who needs to sign the assignment
agreement.

Moving to wix-devs and adding Rob. Remember, I'm not a lawyer but I play
one on mailing lists. (In the following, "you" == "one" without sounding
too pretentious.)
As contributor, you're saying you have the rights to contribute the code
you're contributing. If it's your code, that's the easiest/cleanest
case. If you wrote it for your job, you might not have the rights to
contribute it without getting your employer involved in the contributor
agreement. (Labor law is nice and murky even within one country's borders.)
Add one more person to the mix and it's even murkier.
I don't want to lose out on valuable contributions but I do want to keep
the IP paperwork in order.
