It is as true in grade school as it is when we're all grown up, you can't
copy other people's stuff and say it's yours. Thus you also cannot give
other people's stuff away without their permission.

Since some number of governments decided that source code follows copyright
law those simple rules hopefully make it clear who needs to sign the
assignment agreement.
