v3.9. We discussed it during today's online meeting and the consensus
was that none of the pending bugs was important/serious/etc enough to
warrant a second release candidate build and subsequent slip of WiX
v3.8. If that changes, we'll consider which bugs would be eligible to
slip onto the train. This one might, depending on the change, though it
loses points for being in the core. :)
