Pull request (against 3.9) has been opened. I've tested it against regressions;
all the scenarios I can think of: it is working perfectly (no false positives,
no false negatives).
Take a look and either discuss at the next triage or discuss here on this list,
your choice.
The primary mitigating factor is that the only place I can think of (without
doing an exhaustive search) where a binary column is optional is the Patch
table so the places that this bug (which was caused by someone creating a
friendly error message) will manifest itself are quite remote for the general
population, but it can be pretty bad for the few this will hit, because a truly
legitimate file identifier will cause this bug, and the root cause was
mitigated by Windows Installer when they created the MsiPatchHeader table.

v3.9. We discussed it during today's online meeting and the
consensus was that none of the pending bugs was
important/serious/etc enough to warrant a second release candidate
build and subsequent slip of WiX v3.8. If that changes, we'll
consider which bugs would be eligible to slip onto the train. This
one might, depending on the change, though it loses points for being
in the core. :)
