Rob initiates the process for the assignment agreements with Outercurve upon
request from this list. He's usually pretty good at getting that going (he will
send you an email directly, then after your response he hands you off to
Outercurve who finishes the process).
Triage is announced on this list. It is usually Thursdays 9 AM PDT/PST (and
sometimes additionally Tuesdays at the same hour) for an hour. Attendance is
via Microsoft Lync (there's also an all-web version if you don't install the
client or if the client can't login, but that also requires installing a
browser plugin). Since I didn't hear when Rob was returning from China, I don't
know when the next triage will be, but I expect it won't be very much longer.

In 3.x I believe that you must retain the current method signatures (but you
could add new method signatures for the UTF-16 strings). You could, however,
reimplement them in terms of their wide-string counterparts (which use new
signatures). Remember that you also have to maintain "C" support, so the new
wide-string signatures have to have a different name.
In 4.x, I would say do the A/W suffix thing on all the entry points with the
usual define based on the compiler's string setting. You could do the same
thing for 3.x, except you would have to define the old names to always be
"ANSI" (to not break existing code).

you wish to implement this for 3.x be sure to ask about A/W defaults).
