FYI, in the last meeting (http://www.youtube.com/watch?v=zMtyNeHDJvg) we
discussed this topic.
A few things to summarize here:
1. WIPs should be targeted at developers of the WiX toolset. There may be
data in there that is interesting to normal users of the WiX toolset but the
goal is communicate changes to the WiX toolset.
2. Since WIPs are developer documents, adding documentation to the CHM
(and thus the web) is still very important. In other words, a WIP is not a
replacement for user documentation.
3. Writing a WIP for an already completed feature is totally allowed.
Open a feature request on the issue tracker that says you are writing a WIP for
an existing feature. That’s a tiny bit of goofy overhead but it’ll get you a
unique number to use as the WIP # and the rest of the system works normally.

Subject: [WiX-devs] Burn documentation
I have been working on improving the documentation for Burn. I just submitted
a pull request that makes the Burn documentation in the CHM a little cleaner,
and corrects a couple of errors.
I also created a WIP for the design of Burn in my
branch<https://github.com/rseanhall/site/blob/wipburn/root/src/documents/development/wips/0000-wix-burn-requirements.html.md>,
but I don't know how to label it. It doesn't have an issue in the bug
tracker, and it's not a new process or a feature. How do you want to handle
that? Once I get a pull request for this, I don't really want it merged until
you guys fact check it.
Once the WIP is merged, I was thinking about getting rid of the Bundle section
in the CHM. The Bundle examples would move under How To, and then the rest
would be moved to Tools and Concepts with some new content from the WIP.
