I'm going to bring this one to wix-devs, too.
Sure, that's how to do it in v4.0. But what's the alternative in v3.9?
Add a new callback in IBootstrapperApplication? What about feature
requests like http://wixtoolset.org/issues/3736/, where they're asking for
a global variable that has an even narrower scope?
