When I try to download http://wixtoolset.org/downloads/v3.9.721.0/wix39.exe it
fails, and my corp filter triggers an access is denied. Not sure if anyone else
would be seeing this, but it did provoke a real odd behavior. When I tried the
update from 3.9.720 to 3.9.721, the source BA actually uninstalled, so that I
no longer have WiX installed.

I always thought the Source BA didn't uninstall but rather we would download
the update, invoke it (and then purge the downloaded one from disk). When the
update runs, it should then clean out the old one.
