In thinking about this on the ride home, I suspect the code change I implemented will be a problem for per-user scenarios. The added code to change permissions must be called from an elevated process. So if it is likely that a per-user setup would call util:RestartResources then I need to detect a non-elevated setup and take the second option discussed in the meeting and log a reason to skip the registration and continue on.
