Thanks Blair and Bob. When I try to download Sandcastle from the Codeplex site, it just hangs and never completes the download. The May 2008, which is documented in the chm, fails to download. https://sandcastle.codeplex.com/releases/view/13873
(I also tried the other (June 2010) downloads at sandcastle.codeplex.com and they also fail to download.) However I also found this download site which 'worked': http://www.microsoft.com/en-us/download/confirmation.aspx?id=10526 After installation I was able to get a Wix Offical build to complete successfully. So thanks for the help.
