Ok, so I need some way to meet a consensus here as to the "plan" between you
two since you are the primary stakeholders in all of this. I'm just a squirrel
with a nut!
1) Create new tools that does the extraction, remove this functionality
completely from Dark and Melt
2) Consolidate extraction functionality into ONLY ONE of the two tools
(ie. Dark could extract, Melt would update wixpdbs accordingly ONLY for an MSI,
MSM functionality would not change)
3) Have common code that both tools call in DTF
4) Do nothing :(

Adding modes makes more complicated code and the only thing you've saved is the
"shell" work in having an additional project.
