Are you saying InstallUtil requires that assembly to be in the GAC? AFAIK, there's no way to do that. MSI doesn't install assemblies destined for the GAC; it hands them off to Fusion, which takes care of them.

It's an excellent example of why setup should be declarative and not dependent on running the same things you're installing.
