Limiting the shortcuts that are installed is really just a stop-gap as long as any user can boot the app manually. It's a good way to reinforce what you are doing visually, but it's not a secure solution.
This is probably a scenario in which you might think about using multiple installations (since this usually indicates you have a separate consumer and administrator product). Another problem with using the method you suggest is that the current user (regardless of whether they are an administrator) is the one to get the shortcuts. So this blocks multiple admins from getting the shortcuts on the same machine and also prevents managed installation scenarios in which a normal user might be the first one to install. I guess it's the line where you limit your support - if one of our customers wanted something like that they'd have to pay for a custom build and they'd have to be on our higher level support contracts...
