Derek, I certainly agree that limiting the shortcuts is just a stop-gap. Unfortunately, it all boils down to what our customers want.
Traditionally, this has been that a "user" of our system has access to a limited set of functionality, while an "administrator" has access to that functionality, and other - typically configuration related - tools. They have been *strongly* resistant to even letting the "user" know that the other functionality is available (which the presence of a shortcut would indicate, even if that shortcut doesn't work because of access rights). Note: For the purposes of our system, there is no guarantee that an "administrator" is a local admin on that machine. Typically they won't be, although they *may* have been given installation permissions. Multiple installations, given the number of system components, would be a complete nightmare! It would also (probably) require a custom bootstrapper. Having said that, thank you for the suggestion! It's a good way to reinforce what you are doing visually, but it's not a secure solution. This is probably a scenario in which you might think about using multiple installations (since this usually indicates you have a separate consumer and administrator product). Another problem with using the method you suggest is that the current user (regardless of whether they are an administrator) is the one to get the shortcuts. So this blocks multiple admins from getting the shortcuts on the same machine and also prevents managed installation scenarios in which a normal user might be the first one to install.
