Only if we "lean on them".  I've found (even inside Microsoft) most platform
teams never think about the setup implications their new technology
introduces.  IIS is my favorite example (I have the hardest time even
getting them to look toward the installation problem of web sites and
virtual directories and such) but other teams are the same (COM+, MSMQ are a
couple others of my favorite whipping posts... Fredrik had to provide the
CustomActions for those <sigh/>).

Hopefully, with a little encouragement, the PowerShell team will do better.
Note, all of your feedback to the teams definitely helps change opinions.
Most of the time it isn't that the platform teams don't want to do setup...
it's just they never even think about it.
