Technically, I suppose its arguable, but in my opinion it isn't a bug, especially considering that the WiX documentation states that the name attribute is required. The RemoveFile and RemoveFolder elements are, to all intents and purposes, specialisations of the RemoveFile table. I believe the intention is simply to reduce ambiguity in the authoring. I suggest that this particular issue actually highlights a bug/oversight in the documentation as it should be easy to 'do the right thing'.
